You can get the free application which gives you a few templates and characters. You can upgrade to the plus plan or buy a plan that is for business or school.

Type in dialogue or record your dialogue
Set actions for the characters (i.e. sitting, standing, running, talking)
Add next scene; can add more characters to each scene
